Scooby-Doo, Shaggy and the gang arrive in Atlantic City for a relaxing vacation...and land center-stage in a three-ring mystery! After visiting a shuttered big top that's being hounded by werewolves, the gang goes undercover to find out why. It's up to Daphne the clown, trapeze artist Fred, Velma the human rocket, ringmaster Shaggy and the amazing trick dog Scooby-Doo to solve the mystery and save the circus.

Clifford joins a traveling carnival when he mistakenly believes that he has become a burden to his human family. He helps his new animal buddies overcome their fears, saves the carnival from going bust, and finds his way home to his real family.

The scares never end at the world's biggest mini-golf course, where reigning champ Shaggy plays A Terrifying Round with a Menacing Metallic Clown, and scores. Then, the gang heads to Dooville to visit Scooby's family, and arrives just in time to attend Professor Phantasmo's Circus Fantastique, where the calliope music is hypnotizing the crowd to join their 'circus of living evil!'

The stork delivers a baby elephant to Mrs. Jumbo, who happens to be a veteran of the circus, but the newborn is soon ridiculed because of his truly gigantic ears and is dubbed "Dumbo". Dumbo is relegated to the circus' clown acts. It is up to Dumbo's only true friend, Timothy Q. Mouse, to assist Dumbo to achieve his full potential.
